The LNPMA “Latvia-Cert” certification process is conducted in accordance with the IPMA International Competence Baseline (ICB) version 4 guidelines for project management.
The ICB describes a universal 4-level certification system and twenty-nine competence elements that project managers use to assess their knowledge and experience before the certification exam. These competences are divided into three groups, encompassing perspective competence, practice competence, and personal competence.

The ICB includes three groups of related competence elements:
- 5 Perspective Competences – These elements relate to the project management context and interactions with the permanent organization.
- 10 Personal Competences – These elements pertain to the personal and social competences of an individual project manager.
- 14 Practice Competences – These elements are associated with the technical competences of the project manager.
The Eye of Competence – The Eye of Competence represents the integration of all project management elements from the perspective of the project manager, evaluating a specific situation. The eye also symbolizes clarity and foresight.
